Job Description

Summary:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirement, Professional and Scientific Positions. SPECIALIZED EXPERIENCE: GS-09: At least one (1) year of specialized experience at the next lower grade (GS-07) or equivalent in the Federal service which includes professional knowledge of safety engineering concepts, principles, and practices and familiarity with other engineering disciplines to perform routine projects with complete responsibility, or portions of large and complex projects; apply standard practices of related engineering disciplines as they relate to systems safety; apply comprehensive knowledge in other related areas such as the extent of Electrical Hazard Classification of facilities that process or store flammable propellants, the National Electrical Code, OSHA, and many other safety-related regulations and laws. OR have a master’s or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master’s degree which provides you with the knowledge, skills, and abilities necessary to do the work of this position OR have a combination of education and specialized experience. GS-11: At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent in the Federal service which includes professional knowledge and abilities applicable to a wide range of safety engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirement of some projects; and ability to apply standard practices of related engineering disciplines as they relate to Safety Engineering. OR years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. OR equivalent doctoral degree OR have a combination of education and specialized experience. GS-12: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent in the Federal service which includes comprehensive professional knowledge in one or more specialized fields required in systems safety, as well as professional knowledge in other multidisciplinary engineering concepts, principals, practices, and standards or disciplines such as aeronautical, chemical, electrical, mechanical, or safety engineering; have a solid foundation of research techniques and concomitant ability to obtain information concerning subject studies to perform sound analysis; and knowledge of and experience in risk-management techniques and cost-benefit analyses. NOTE: There is no substitution of education for specialized experience at the GS-12 level. FOR GS-13: At least one year of specialized experience equivalent at the next lower grade (GS-12) or equivalent in the Federal service which includes expert knowledge of management and engineering (emphasis on safety engineering) principles, purposes, functions, and values including regulations, standards, techniques, and processes for highly complex space systems, safety programs, and program management. NOTE: There is no substitution of education for specialized experience at the GS-13 level. GS-14: At least one year of specialized experience equivalent at the next lower grade (GS-13) or equivalent in the Federal service which includes in-depth knowledge of higher mathematics, physics, chemistry, and engineering theories, methods, and techniques. Comprehensive and expert knowledge of safety program management requirements, techniques and procedures sufficient to plan, coordinate, evaluate and manage the organizations safety program. NOTE: There is no substitution of education for specialized experience at the GS-14 level. GS-15: At least one year of specialized experience equivalent at the next lower grade (GS-14) or equivalent in the Federal service which includes mastery of, and skill in applying one or more specialized professional fields required in systems and range safety and additional professional knowledge of other multidisciplinary engineering concepts, principals, practices, and standards in such specialties as aeronautical, chemical, electrical, mechanical, safety engineering and risk management techniques and cost benefit analysis to plan, evaluate, and execute short- and long-range programs and projects, often characterized by high visibility, unusual urgency, high complexity, and/or criticality, which impact national range safety. Knowledge of multidiscipline engineering concepts; principles and practices. 2. Knowledge of engineering standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations. 3. Knowledge of health, safety, and environmental requirements, applicable standards, regulations and/or technical orders. 4. Knowledge of risk management techniques and cost benefit analyses. 5. Skill in operating a computer and common applications such as word processing, spread sheets, presentation preparation, internet use, and email. Ability to analyze, interpret, and apply rules, regulations and procedures tin a variety of situations and recommend timely and economical solutions. 6. Skill in determining acceptable resolutions to complex engineering problems which require consideration of safety, cost, an schedule. Ability to plan and organize tasks and coordinate with other engineering disciplines, other personnel and organizations as required. Ability to communicate effectively both orally an in writing and maintain working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
