The Chief Human Resources Officer is a senior level administrative position that is responsible for planning and implementing strategies, policies and programs that support the mission and vision of Elizabeth City State University. The position is responsible for the following major functional areas: employee benefits administration, recruitment and selection, position and salary compensation administration, training and professional development, employee relations, performance management, FLSA and leave administration, and workers? compensation. This position serves on the Chancellor?s Cabinet and the Administrative Council. Service on major university committees, accreditation committees, councils and leadership teams are a part of the responsibilities of this position. The position is also responsible for ensuring the university?s compliance with all state and federal laws and regulations and serves as the EEO and ADA Compliance Officer for the university.
A Master?s degree in human resources management, business administration, law or a similar/equivalent program with five (5) years of progressively responsible managerial and supervisory experience and/or a combination of education and experience. Three years or more as a chief human resources officer is also desirable. It is preferred that this experience is in a public college, university or similar setting; experience in the University of North Carolina (UNC) system is desirable. Other requirements include a demonstrated leadership ability that includes a caring, supportive attitude; a demonstrated record in implementing solutions to complex employee issues; commitment to continuous process improvement; and strong budgeting and financial management skills. Must demonstrate knowledge of all programs and services encompassing employment as relates to federal and state regulations, with demonstrated strong communication, interpersonal, team building, and leadership skills to enhance human resources programs and policies.
